This bill requires that food or food products containing or produced with genetically modified material be clearly labeled as such, defining "genetically modified material" as any part of an organism altered at the molecular or cellular level through methods not possible naturally, and "produced with a genetically modified material" to include food derived from organisms treated with such material, animals fed such material, or foods containing ingredients that meet these criteria. Penalties for false labels and misbranding will apply, though agricultural producers are exempt if contamination with genetically modified material is unintentional and not due to negligence. The bill also specifies that the use of manure as fertilizer for raw agricultural commodities will not be considered production with genetically modified material.
