AN ACT RELATING TO TAXATION; CHANGING THE DISTRIBUTION OF THE MOTOR VEHICLE EXCISE TAX FROM THE GENERAL FUND TO THE STATE ROAD FUND OVER A FOUR-YEAR PERIOD.
