This bill proposes several key changes to the MinnesotaCare program: 1. It directs the Commissioner of Human Services to apply for federal waivers to expand the MinnesotaCare income eligibility limit from 200% to 275% of the federal poverty guidelines, modify MinnesotaCare premiums and cost-sharing, and receive full federal funding for all MinnesotaCare enrollees, including those with incomes above 133% of the poverty level. 2. It amends the MinnesotaCare cost-sharing provisions to increase co-payments for enrollees with incomes above 200% of the poverty level, reducing the actuarial value of the benefit from 94% to 87% for those between 200-250% of poverty and to 73% for those between 250-275% of poverty. 3. It raises the MinnesotaCare income eligibility limit for families with children, single adults, and households with no children from 200% to 275% of the federal poverty guidelines. 4. It raises the income limit for disenrollment from MinnesotaCare from 200% to 275% of the federal poverty guidelines. 5. It extends the MinnesotaCare premium scale to include individuals with incomes up to 275% of the federal poverty guidelines, setting premiums at 4.4% of income for those at 201% of poverty, 7.24% for those at 250% of poverty, and 8.83% for those at 275% of poverty. The effective date for these changes is January 1, 2018, or upon federal approval of the requested waivers, whichever is later.
