This bill requires the University of Hawaii (UH) to develop a microgrid plan for one demonstration project at any property on Oahu owned, leased, or controlled by UH. The microgrid plan must lower energy costs for UH, be fair and provide benefits to other electric customers, maintain the safety and reliability of electric service, and demonstrate progress toward UH's net-zero renewable energy goal. UH must collaborate with the local electric utility, submit quarterly status reports to the legislature, and submit the microgrid plan to the legislature prior to the 2019 regular session. The bill defines "microgrid" as a group of interconnected loads and distributed energy resources that can operate in both grid-connected and island-mode.
