This bill allows the governing board of a water management district to enroll the district's employees and retirees in the state group insurance program and the state employees' prescription drug program, subject to certain terms and conditions. The bill requires the Department of Management Services and the Legislature to determine the contribution rate and level of financial responsibility required of the water management district, its employees, and retirees, which must be at parity with those of state agencies and their employees and retirees. The bill also sets a minimum enrollment period of 3 years, requires 1 year's written notice before termination of participation, and prohibits the district from reapplying for participation for 2 years after termination.
