This bill amends several sections of the Growth Management Act to: 1. Define "freight rail dependent uses" as buildings and infrastructure used in the fabrication, processing, storage, and transport of goods that rely on and make use of an adjacent short line railroad. This allows certain counties and cities to designate these as permitted uses, including in rural areas. 2. Allow counties bordering another state with a population over 400,000, and any city in such counties, to adopt development regulations to permit freight rail dependent uses on land adjacent to short line railroads, including in rural areas. 3. Require counties and cities to review their designations of agricultural, forest, and mineral resource lands when adopting or amending comprehensive plans, and allows certain counties to adopt regulations to permit freight rail dependent uses on lands adjacent to short line railroads. 4. Make other technical changes and additions related to transportation planning and concurrency requirements under the Growth Management Act.
