This bill authorizes school boards to levy a specified amount for charter schools at their discretion, and provides that charter school capital outlay funding consists of shared local capital outlay funding and state funding as appropriated. It prohibits charter schools from being eligible for funding allocation if they were created by converting a public school and operate in facilities provided by the sponsor for a nominal fee or no charge, or if they are directly or indirectly operated by the school district, or if they are virtual charter schools. The bill also requires the chair of the governing board and the chief administrative officer to annually certify under oath that the funds will be used solely for constructing, renovating, or improving charter school facilities that are owned by certain entities.
