This bill creates the Legislative Public Works Committee, a permanent legislative interim committee consisting of eighteen members evenly split between the House and Senate. The committee is tasked with soliciting and evaluating proposals for capital outlay funding of capital projects, which include the acquisition, repair, construction, or equipping of public buildings, equipment, and information technology. The committee must develop a ranked list of recommended projects each year based on criteria such as health and safety needs, job creation, availability of other funding sources, and inclusion in infrastructure plans. The committee must then submit legislation to the legislature, governor, and Department of Finance and Administration authorizing capital outlay funding, with at least half of the funds allocated to state-owned projects. The bill also amends existing law to require the Department of Finance and Administration to transmit the four-year program of major state capital projects to the Public Works Committee annually.
