Bill Summary

AN ACT To amend chapter 197, RSMo, by adding thereto two new sections relating to certificates of need for long-term care facilities.

AI Summary

This bill imposes a suspension on the issuance of Certificates of Need (CON) by the Missouri Health Facilities Review Committee for additional beds in long-term care facilities until December 31, 2020. The suspension does not apply to certain bed additions, expansions, transfers, renovations, or reallocations. The bill also creates the Missouri Task Force on Certificate of Need within the Department of Social Services to develop a comprehensive proposal to reform the state's CON law as it applies to long-term care facilities. The task force is required to review practices in other states, evaluate the impact of CON laws on occupancy, utilization, and staffing, and propose goals and strategies to improve or end the CON process. The task force is set to expire on January 1, 2020, or upon submission of its report, whichever is earlier.
