This bill creates a wine direct shipper license and a wine gift basket license, allowing for the shipment of certain amounts of wine both in and out-of-state. The wine direct shipper license allows licensed wine producers, suppliers, importers, wholesalers, distributors, or retailers to ship up to 24 cases of wine per year directly to Rhode Island residents aged 21 or older. The wine gift basket license allows retailers to sell gift baskets containing up to 4 bottles of wine, as well as other related items, and to ship these gift baskets directly to consumers in or outside of Rhode Island, subject to certain requirements. The bill also amends existing law to prohibit the unlawful shipment of intoxicating beverages to Rhode Island residents without a valid wholesaler license, with some exceptions.
