This bill provides for the Chief Information Officer (CIO) to coordinate the development and maintenance of a statewide broadband network in New Mexico. The CIO will apply for federal universal service fund reimbursements on behalf of state agencies, political subdivisions, and educational institutions that request to be included in the network. The bill requires the CIO to develop the network by June 30, 2019, in partnership with the public education and higher education departments, state universities, and other educational institutions. The network will provide access to a reliable and affordable infrastructure capable of supporting various services and applications, including distance education, across the state. The CIO will establish a cost structure based on actual costs, excluding administrative travel or conference expenses, and charge participants accordingly. The bill also allows Indian nations, tribes, and pueblos to connect to the network in exchange for a right-of-way agreement.
