This bill adds Section 42704 to the Public Resources Code, requiring the Department of Transportation (Caltrans) to establish specifications for using reclaimed asphalt pavement (RAP), which is old asphalt that has been recycled, in hot mix asphalt mixes, allowing for up to 40 percent RAP by January 1, 2014, and also permits Caltrans to set specifications for even higher percentages of RAP. The bill also mandates that Caltrans report to the Legislature by March 1, 2016, on its progress in developing and implementing these RAP specifications since 2011, with this reporting requirement becoming inoperative on March 1, 2020.
