This Memorial requests the Parental Paid-Leave Working Group to continue its work on establishing a parental paid-leave program in New Mexico, building upon previous efforts from 2015. The group, chaired by the executive director of the Southwest Women's Law Center, is tasked with developing recommendations for a publicly managed program that would provide partial salary reimbursement to employees taking leave for bonding with a new child or caring for a seriously ill family member. The Memorial outlines a phased implementation plan starting in July 2019, with a pilot program in the public sector in the first year, full public sector implementation in the second year, and a gradual introduction for the private sector in the third year. The working group is also asked to identify a state agency to manage the program and to present its recommendations to the Legislative Health and Human Services Committee by December 31, 2017, for potential approval of the pilot program in 2018.
