This bill establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents. It provides for the administrative structure of the plan, including the powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination. The bill also establishes the New York Health Trust Fund to hold monies from various sources to finance the plan. It enacts provisions relating to the financing of New York Health, including a progressively graduated payroll assessment, similar to the Medicare tax, on all payroll and self-employed income, as well as a progressively graduated premium on taxable income not subject to the payroll assessment. The bill also establishes a temporary commission to help implement the plan and provides for collective negotiations by health care providers with New York Health.
