This bill requires all public university student health centers in California to offer abortion by medication techniques by January 1, 2022. It establishes the College Student Health Center Sexual and Reproductive Health Preparation Fund, which will be administered by the Commission on the Status of Women and Girls. The fund will provide grants of $200,000 to each public university student health center to cover the costs of preparing to offer abortion by medication techniques, as well as grants to the University of California and California State University systems for providing backup medical support and establishing telehealth services. The bill's requirements will only be implemented if $9.6 million in private funds is made available to the fund by January 1, 2019. The commission will also be required to submit annual reports to the legislature on the number of student health centers providing abortion by medication techniques and the associated costs and funding sources.
