This bill revises the penalties for unlawful dealing in federal food coupons or Women, Infants and Children (WIC) program checks. It amends the existing law to specify that the penalties are based on the aggregate value of the coupons or checks involved, rather than a single transaction. The penalties range from a petty misdemeanor for dealing in less than $250 worth of coupons or checks, up to a second-degree felony for dealing in over $20,000 worth, with higher penalties for larger amounts. The bill also removes a provision that made misappropriating a food stamp or medical identification card a fourth-degree felony, regardless of the value. The effective date of this bill is July 1, 2017.
