This bill directs the Iowa Department of Inspections and Appeals, in conjunction with the Department of Human Services, to establish and facilitate a committee of stakeholders to examine options for designating a facility to provide care for elderly persons who are sexually aggressive, combative, or have unmet geropsychiatric needs. The committee will consider whether long-term care facilities should have the ability to refuse admission or discharge such residents, as well as options for creating, expanding, or using alternative facilities to house these residents, including workforce and training requirements, the use of protective restraints, Medicaid reimbursement, cost projections, and potential benefits from the federal Patient Protection and Affordable Care Act. The committee is required to provide a report detailing its findings and recommendations to the governor and the Iowa General Assembly by December 15, 2017.
