This bill establishes the Solar Energy Panels Fund to procure and install solar energy panels on public elementary school buildings in New Mexico. The public school capital outlay council will develop a plan to designate eligible schools based on size, and the public school facilities authority will oversee the procurement and installation of the solar panels from 2018 to 2021. The fund consists of appropriations, gifts, donations, and grants, and any unspent balance will revert to the general fund after fiscal year 2021. The bill defines "public elementary school" as a school providing instruction for grades K-8, unless there is a junior high program, in which case it means grades K-6.
