This bill: - Requires the Department of Economic Opportunity to contract with a direct-support organization (the Florida Sports Foundation) to guide, stimulate, and promote the sports industry, the participation of residents in amateur athletic competitions, and the state as a host for national and international athletic competitions. - Expands the definition of "economic benefits" to include changes in state gross domestic product and disposable personal income resulting from the state's investment in economic development programs. - Creates the Quick Action Closing Fund Escrow Account within the State Economic Enhancement and Development Trust Fund to hold unexpended funds from the Quick Action Closing Fund program. - Establishes the Start-Up Florida Grant Program within the Department of Economic Opportunity to provide grants to qualified small business incubators across the state. - Revives and readopts the Florida Sports Foundation as a direct-support organization to the Department of Economic Opportunity, with an expanded board of directors and increased responsibilities related to promoting the sports industry and amateur athletics in Florida. - Makes various other changes related to economic development and sports-related programs and funding in the state.
