This bill amends Chapter 29 of the General Laws to require that any law enacted by the governor be accompanied by a fiscal note. The fiscal note must contain an estimate of the fiscal impact of the law on the revenues and expenditures of local governments for the year the law becomes effective and the next 4 years, or if the full fiscal impact is not expected to occur during those years, for each year until and the first year during which that impact is expected to occur. If the law imposes a mandate on a local government unit, the fiscal note must include a statement identifying the imposition of the mandate and an estimate of its fiscal impact. If the law imposes a mandated appropriation, the fiscal note must include a statement identifying the imposition of the mandated appropriation and an estimate of its fiscal impact. The fiscal note must also identify the sources of the information used in preparing the estimates of fiscal impact.
