This bill aims to benefit the Community Hospital Reinvestment Trust Fund by establishing a new assessment on large, independent physician organizations with more than 500 members. The assessment, which can be up to $20 million, will be proportionally calculated based on the organizations' annual commercially insured net patient service revenue. However, any non-profit, large physician organization that has at least 15% of its gross charges reimbursed by the state Office of Medicaid will be exempt from this assessment. The Executive Office of Health and Human Services is required to adopt rules and regulations to implement this new assessment and increase the annual appropriations to the Community Hospital Reinvestment Trust Fund within 90 days of the bill's passage.
