This bill aims to promote zero-emission vehicles in Massachusetts. It authorizes the Commissioner of the Department of Energy Resources to establish a grant program that provides rebates to consumers for the purchase or lease of zero-emission vehicles, and a separate program that provides rebates to consumers, private institutions, and municipalities for the purchase and installation of electric vehicle charging stations. The bill also requires the Department of Energy Resources to publish a guide to help cities and towns develop programs for installing curbside electric vehicle charging stations, and to file a study evaluating the costs and benefits of electric vehicle adoption. Additionally, the bill requires distribution companies to submit proposals to the Department of Public Utilities for approval of an opt-in electric vehicle time-of-use rate, and the Department of Energy Resources and Department of Transportation to file a report identifying high-priority routes for public electric vehicle charging station installation.
