This bill amends Chapter 94G of the General Laws to require the Cannabis Control Commission to develop an annual research agenda to understand the social and economic effects of marijuana in the Commonwealth. The research agenda will cover a range of topics, including the impact of marijuana on state and local governments, communities, individuals, families, businesses, and the criminal justice system. The bill allows the Secretary of Health and Human Services, with the advice and consent of the Commission, to use funds from the Marijuana Regulation Fund to implement the objectives of the research agenda. The Commission is required to make scientifically-based recommendations based on the research findings and consider them in decisions related to enhancing responsible marijuana use and mitigating marijuana abuse.
