This bill adds Section 43103 to the Health and Safety Code, establishing new timelines and definitions for the certification process by the State Air Resources Board (state board) for vehicles, engines, and equipment. It defines "carryover vehicle, engine, or equipment family" as one whose certification application only differs in the model year designation from the previous year, and "partial carryover vehicle, engine, or equipment family" as one that meets the same emission standards and categories as the prior year without changes to emission-related components or performance, unless the state board defines it further by regulation. "Certification" is defined as in existing law but excludes aftermarket parts, onboard diagnostic systems, or retrofit device verification for heavy-duty diesel vehicles. A "working day" is any day that is not a Saturday, Sunday, or state holiday. Crucially, the bill mandates that within 30 working days of receiving an application for certification of a new, carryover, or partial carryover vehicle, engine, or equipment family, the state board must notify the applicant in writing whether the application is complete and accepted or if it is deficient and requires specific additional information.
