This bill aims to increase the safety of disabled individuals living in group homes. It establishes a Disability Abuse Registry, where caregivers with substantiated findings of abuse, neglect, or exploitation of a person with a disability will be listed. Service providers are prohibited from hiring individuals whose names appear on the registry, and they must review the registry quarterly to ensure current employees have not been placed on it. The bill also requires caregivers named in a complaint of abuse, neglect, or exploitation to be placed on administrative leave until the investigation is completed. The Executive Office of Health and Human Services (EOHHS) is tasked with administering the registry, adopting regulations, and imposing monetary sanctions on providers who fail to check the registry before hiring.
