This bill amends the General Laws of Massachusetts to prevent discriminatory land use and permitting decisions by local or state administrative, legislative, or regulatory bodies. It prohibits these bodies from enacting or enforcing regulations, policies, or ordinances, or making permitting or funding decisions, that would limit or exclude housing accommodations for low-income families, housing with sufficient bedrooms for families with children, or housing based on protected characteristics such as race, religion, sex, age, disability, or familial status. The bill provides an exception if the local government can prove the action or inaction was motivated and justified by a substantial, legitimate, non-discriminatory governmental interest that cannot be served by a less discriminatory practice.
