This bill establishes a special commission to identify a suitable location for a justice complex in Southern Middlesex County. The commission will evaluate potential sites to house a replacement jail facility, courts, pre-arraignment lock-up facilities, a female lock-up facility, and other related criminal justice functions. The commission will analyze the current inmate and detainee populations in the county and make recommendations on the appropriate scale of any new facility and whether the future population can be reduced. The commission will also identify and evaluate potential sites for a correctional facility to house female pretrial detainees and offenders sentenced to the house of correction for 2.5 years or less. The commission will document the needs of the surrounding communities and make recommendations on the most efficient and effective use of public resources. The commission will include various state and local officials and must report its findings and recommendations by August 1, 2018.
