This bill aims to expand eligibility for part-time higher education faculty to participate in the state retirement system. The key provisions are: 1. Part-time faculty who teach the equivalent of at least two 3-credit courses per semester or four 3-or-more-credit courses per calendar year at a state higher education institution, including continuing education, will be considered employees eligible for membership in the state retirement system. 2. The retirement board will credit part-time faculty with at least one-half year of service for each calendar year they teach the equivalent of four 3-credit courses. 3. Part-time faculty can receive credit for previous periods of service teaching at least four 3-credit courses per year at a state higher education institution. 4. The full salary and wages received by part-time faculty for teaching credit courses at a state higher education institution will be considered regular compensation and included in the salary on which their retirement contributions are based. 5. Part-time faculty with less than 5 years of creditable service will be entitled to a return of their accumulated retirement contributions upon termination of employment, instead of a superannuation retirement allowance.
