This bill aims to address the tax implications of the Volkswagen "Clean Diesel" consent decree. It stipulates that if an individual participates in the Volkswagen buyback program and purchases a replacement vehicle, the sale of the replacement vehicle shall be subject to taxation as a trade-in under the state's sales tax law.
