This bill aims to prevent illegal gun trafficking and gun violence among youth in the Commonwealth. It does this by: 1. Limiting licensed firearm dealers from selling or transferring more than 15 firearms to any person in a one-year period, with some exceptions for transfers through trust or devise. 2. Requiring the Secretary of Public Safety and Security to study the feasibility of establishing an interstate commission to develop and promote the adoption of uniform procedures to combat illegal gun trafficking between states. 3. Imposing criminal penalties of up to 5 years in state prison and license suspension for up to 3 years for licensed dealers who purchase or keep more than 15 firearms in a one-year period, with exceptions for firearms bequeathed through trust or devise. 4. Requiring individuals who inherit firearms through trust or devise to either sell or transfer the weapons to a licensed dealer or obtain the relevant firearms identification card or license to carry within 180 days, with penalties for non-compliance. 5. Removing an exception that previously allowed individuals to possess firearms in their residence or place of business without a license.
