Instituting a $1.50 per ton surcharge on all waste disposed at solid waste disposal facilities, with the revenue also going to the DEP's "Zero Waste Fund" to support these programs. 6. Subjecting all solid waste haulers to DEP regulation and requiring them to provide comprehensive and convenient collection services to recover banned materials. The bill aims to promote waste reduction, increase recycling, and generate municipal cost savings through these various provisions.
