This bill proposes to amend the existing law in Massachusetts to require class 2 motor vehicle licensees (used car dealers) to attend an 8-hour educational training program provided by an organization certified by the National Independent Automobile Dealers Association (NIADA). The training curriculum and standardized test will be developed by NIADA in consultation with the Massachusetts Independent Automobile Association. The successful completion of the training and passing the test will result in the issuance of a class 2 education certificate, which will be a prerequisite for obtaining or renewing a class 2 license. Additionally, all class 2 licensees will be required to attend 4 hours of continuing educational training every two years and obtain a continuing education certificate to maintain their license.
