This bill establishes a special commission to study condominium law in Massachusetts. The commission will examine various aspects of condominium ownership, management, and regulation, including owners' rights, association and management responsibilities, independent audits of accounts, oversight authority for developing regulations, and a formal process for resolving disputes between unit owners and boards. The commission will meet, hold hearings, and invite testimony from experts and the public, before submitting a report with recommendations to the legislature by January 1, 2011. The commission will consist of seven members, with representatives from the legislature, the governor's office, and the condominium industry, including an attorney who primarily represents condo unit owners, an individual condo unit owner who is not a board member, and a certified property manager.
