It exempts solar or wind powered systems that produce up to 125% of the annual energy needs of the real property on which they are located. For other solar or wind powered systems, the bill allows cities and towns to enter into a payment in lieu of taxes agreement with the owner. The bill also excludes solar and wind powered systems from the definition of "generation facility" for the purposes of property taxation.
