This bill aims to allow equal access to solar net metering projects. It defines an "equal access solar net metering project" as a solar energy generating system with a nameplate capacity of 60kW AC or less, located on a parcel of land subdivided after January 1, 2010 or co-owned or co-tenanted by multiple customers of a distribution company. The bill limits each customer to one such project per parcel of land and sets a 2MW capacity limit for the aggregate of equal access solar net metering projects and other solar net metering facilities on a single parcel. It also specifies that the capacity of equal access solar net metering projects will not be aggregated for the purposes of calculating net metering credits, market net metering credits, and other incentives. Finally, the bill states that solar energy generating equipment interconnected before the effective date of the act will not qualify as an equal access solar net metering project.
