This bill aims to explore alternative funding sources to ensure safe and reliable transportation in Massachusetts. It proposes the establishment of a Vehicle Mileage User Fee (VMUF) Task Force to guide the development and evaluation of a pilot program to assess the potential for mileage-based revenue collection as an alternative to the current motor vehicle fuel tax system. The bill directs the Massachusetts Department of Transportation (MassDOT) to develop and implement one or more statewide pilot programs to assess owners of motor vehicles a user fee based on the number of miles traveled, testing the reliability, ease of use, cost, and public acceptance of various technologies and methods for counting, reporting, and collecting such mileage-based fees. The MassDOT is also required to submit an application to the U.S. Department of Transportation for funding to help fund the pilot program. Furthermore, the bill mandates that the MassDOT report the initial results of the pilot study to the state legislature within three years, including an evaluation of the feasibility, impacts, and recommendations for implementing a permanent VMUF system.
