This bill establishes a Joint Legislative Budget Office within the General Court. The office will be headed by a Director and a Deputy Director, who will be appointed by the Speaker of the House and the Senate President, in consultation with the chairs of the House and Senate committees on post audit and oversight and ways and means, as well as the minority leaders of both chambers. The office will be nonpartisan and will provide the legislative branch with analysis, appraisal, and evaluation of legislative proposals, as well as information, research, and reference materials to assist committees and members in their legislative and representative functions. The office will also review the proposed state budget at each stage of its consideration and conduct revenue forecasts. The office will have the authority to access documents maintained by state agencies and authorities related to their expenditures, revenues, operations, and organizational structures.
