This bill establishes an Office of Youth Development within the Department of Public Health in Massachusetts. The office will organize and implement pilot programs in several major cities to provide a coordinated, comprehensive system of youth development services for individuals aged 7 to 18. The programs and activities will be designed based on youth development research and will focus on developing social skills, preventing violence and gang involvement, improving education and job opportunities, and promoting positive behaviors and community engagement. The programs will be implemented through contracts with federally qualified community health centers, and will include research, community coordination, training for youth development workers, and coordination with existing organizations. The bill also establishes a dedicated fund to sustain the initiative for at least 5 years, with Boston as one of the first communities where the office will be established.
