This bill aims to ensure greater transparency of health plan formularies in Massachusetts. It requires that any health insurance policy, contract, or plan issued, delivered, or renewed in the state on or after January 1, 2018 must: provide notice to enrollees about whether the plan uses a formulary and how it is determined; post the formulary on the plan's website in an accessible and searchable format; update the formulary within 72 hours of any changes; use a standard template developed by the Division of Insurance to display the formulary; and include detailed information on the formulary such as prior authorization requirements, drug tiers and copayments, drugs covered under the medical benefit, and enrollee cost-sharing amounts or ranges. The bill applies to various types of health plans, including individual and group insurance, hospital service plans, medical service agreements, and health maintenance organization contracts, as well as the state's Group Insurance Commission.
