This bill: 1. Establishes a Manufactured Housing Commission consisting of 5 members appointed by the governor, attorney general, and director of housing and community development, with specific qualifications and term limits. The Commission will oversee a new manufactured housing dispute resolution program. 2. Creates a Manufactured Housing Trust Fund, funded by licensing fees from manufactured housing communities, to support the dispute resolution program and compensate Commission members for time spent on dispute resolution. 3. Prohibits manufactured housing community owners from passing the licensing fee on to tenants through rent increases or other means. 4. Requires manufactured housing community rule changes to be reviewed and approved by the Attorney General within a 90-day period. 5. Establishes a dispute resolution program, administered by the Manufactured Housing Commission, where residents, owners, or operators can file complaints about violations of manufactured housing laws or rules. The Commission can mediate disputes and issue binding decisions, with enforcement by the Attorney General.
