This bill amends the victim of violent crime compensation law in Massachusetts to provide certain persons who were abused as a child with compensation from the Division of Victim Compensation and Assistance within the Department of the Attorney General. Specifically, the bill allows for good cause to be established for delayed claims from victims of childhood sexual abuse if a mental health professional attests that the victim did not make the connection between the abuse and the harm suffered at the time, and that this delayed connection is consistent with typical responses of such victims. It also sets the statute of limitations for these claims to begin when the victim first makes that connection, with a mental health professional's report serving as prima facie evidence of the date.
