This bill aims to expand pleasure boat access to Boston Harbor. It authorizes and directs all state and municipal public agencies and authorities owning or controlling property within the City of Boston, including the City of Boston and the Massachusetts Port Authority, to identify and establish mooring and docking facilities for pleasure boats, with a focus on improving the availability of short-term (hourly or daily) access to the general public. The agencies or authorities may lease or purchase property, enter into agreements with private entities or other public agencies, and charge reasonable, market-rate fees to cover the costs of creating and maintaining these public facilities. Additionally, the City of Boston may use funds from a specific account to fulfill these requirements, and the agencies and authorities must report annually on the locations of public tie-up, mooring, or docking facilities in the City of Boston, including the Inner Harbor.
