This bill establishes an interscholastic athletic head injury safety training program within the Department of Public Health. The program requires annual training for coaches, trainers, parent volunteers, physicians, nurses, athletic directors, and parents of youth athletes on recognizing the symptoms of potentially catastrophic head injuries, concussions, and second impact syndrome. The bill also mandates that youth athletes provide information about their head injury history prior to participating in any youth athletic activity and requires written authorization from a healthcare professional before a youth athlete can return to play after losing consciousness or suffering a suspected concussion. The bill prohibits coaches from encouraging or permitting youth athletes to engage in unreasonably dangerous techniques that endanger their health, and it maintains that the bill does not waive liability or immunity of school districts or create any liability for legal action against them. Finally, the bill provides liability protection for volunteers assisting with youth athletic activities unless they are willfully or wantonly negligent.
