This bill establishes an Office of Youth Development within the Executive Office of Health and Human Services to address the high rates of criminal justice involvement, violence, substance abuse, and other negative outcomes among urban youth in Massachusetts. The office will organize and implement pilot programs in several cities to provide year-round, after-school and community-based youth development services focused on building social skills, career readiness, and positive behaviors. The programs will be contracted through federally qualified community health centers and include research, community coordination, and workforce development components. The bill also creates a dedicated fund to sustain the initiative for at least five years, with Springfield being one of the first communities to establish the office.
