This bill eliminates the West Virginia Health Care Authority. The key provisions are: - The Health Care Authority will cease to exist by December 31, 2017, and its remaining functions will transfer to the Department of Health and Human Resources. - The jurisdiction of the Health Care Authority over the state's certificate of need program will end after July 1, 2017, and any pending certificate of need applications will be deemed approved. - The Health Care Authority is required to develop and implement a transition and closure plan to conclude its pending matters by October 1, 2017. - The oversight of the West Virginia Health Information Network is transferred from the Health Care Authority to the Office of Technology within the Department of Administration.
