This bill repeals existing sections of Missouri law and enacts a new section (67.5060) related to design-build contracts for wastewater projects. The key provisions are: 1. Allows political subdivisions to enter into design-build contracts for wastewater or water storage, conveyance, or treatment facility projects, and prohibits the state's Department of Economic Development and Department of Natural Resources from rejecting or precluding such projects solely for utilizing design-build contracts. 3. Requires political subdivisions to retain a licensed engineer to assist in preparing documents and evaluating design-build proposals for wastewater or water projects. 4. Exempts design-builders from licensing requirements if the architectural, engineering, or land-surveying services are performed through subcontracts or joint ventures with properly licensed entities. 5. Provides that the authority to use design-build contracts under this section will expire on September 1, 2026.
