Bill Summary
AN ACT To repeal section 211.447, RSMo, and to enact in lieu thereof one new section relating to the termination of parental rights of a convicted rapist.
AI Summary
This bill modifies provisions relating to the termination of parental rights of a rapist after a child was conceived and born as a result of rape. It allows a court to terminate the parental rights of a biological father if clear and convincing evidence shows he committed forcible rape or first-degree rape against the biological mother, resulting in the child's conception. The court can order the biological father to pay for expenses related to the pregnancy, labor, delivery, and early childhood care of the mother and child, as well as provide child support and inheritance rights, without granting him any custody, visitation, or other parent-child relationship.
