This Memorial requests that the New Mexico Tourism and Economic Development Departments conduct a study to determine the costs and financial benefits of establishing a state Office of Outdoor Recreation, and to assess the economic opportunities for attracting businesses that produce outdoor recreation products and services to the state. The Memorial highlights the significant economic contributions of the outdoor recreation industry both nationally and within New Mexico, noting its substantial consumer spending, job creation, and tax revenue, as well as the high participation rates of New Mexicans in outdoor activities and the role of public lands in attracting visitors. It also points to the success of similar offices in neighboring states like Colorado and Utah as a precedent. The study is to involve consultation with outdoor recreation industry representatives and other relevant individuals, with findings to be presented to the Governor and legislative committees by October 1, 2017.
