This bill, the Creating Returning Veterans and Displaced Miners Job Act, establishes the Veterans Job Coordinating Team to assist in the development and promotion of apprenticeship programs in West Virginia. The team, composed of representatives from various state agencies and citizen members familiar with apprenticeships, will focus on informing returning veterans, unemployed coal miners, and other underemployed workers about existing apprenticeship opportunities, gather and disseminate information on these programs, and devise plans to conduct needs assessments, promote apprenticeship opportunities, and create and deliver presentations on the apprenticeship model. The team is required to submit a report to the legislature by December 1, 2017, outlining its plans and procedures, and its functions will terminate following the submission of the report unless the legislature determines otherwise.
