This bill amends Chapter 60B of the General Laws to make several changes related to the fairness of marine vessel reporting and fishermen exemptions. It defines the term "Director" as the director of the division of law enforcement of the department of fisheries, wildlife and environmental law enforcement. It changes the deadline for marine vessel owners to report their vessels from August to September. It establishes a $5 minimum threshold for abatements and refunds of the vessel excise tax. It expands the list of vessels exempt from the excise tax, including vessels owned by commercial fishermen with $50,000 or less in value. The bill also requires vessel owners to provide proof of payment of the prior year's excise tax in order to renew their vessel registration, and it requires the Director to annually provide a list of all documented or registered vessels to local assessors. The changes apply to excises assessed for any fiscal year beginning on or after July 1, 2017.
